Little Hairy Dog from Across the Street

I've been friends with my neighbors for almost 30 years, and they've had lots of pets that just seemed to blend with all the kids. Their kids are grown and gone now but all of them periodically bring animals home to live with their parents. (In fact, all of my friends who have grown children go through this.) This one appeared several years ago and occasionally stalks me when I carry out the garbage, but seems okay otherwise.
